民国时期芍陂治理述论

民国时期芍陂的治理经历了从被动治理到主动治理的过程,在这一过程中,政府水政组织、民间组织积极参与其中,在制度上进一步规范了芍陂管理的体系,同时又在技术层面对芍陂进行了科学测量以及设计施工,使芍陂水利一度获得新发展,为建国后芍陂水利复兴奠定了基础。

Exposition of Harnessing Quebei Channel During the Republican Period

The management on Quebei Channel experienced a process from passive management to active harnessing during the Republican period. In this period, government organization of Water Conservation and civil groups took an active role in that project. The management system for harnessing Quebei channel institutionally got well formed in a further step. Meanwhile, Quebei channel was measured, designed and constructed scientifically. Therefore, Quebei channel got improved a lot in its management which laid a firm foundation for the renaissance of construeting Quebei channel after 1949.
