论产业集群衍生和发展的自组织性与政府的作用

The Characteristic of Organizing by Itself for the Industry Cluster and the Function of the Government

This article tries to discuse the border of the function between the government and the industry during the cluster rising and developing.The author expounds that the rising and developing of the industry cluster has the characteristic of organizing by itself,and this characteristic refuses the strong function of the government.Otherwise,the cluster characteristic of the organizing by itself does not refuse the suitable serves of the government.Oppositely,the industry cluster puts up forword lots of requirement to the government.
