Public participation in involuntary resettlement activities

A discussion is made on the necessity of resettlers' participation in resettlement activities. It is considered that various participation and consultation activities during the processes of resettlement investigation, planning, implementation, and management can help resettlers eliminate their worry about being cheated, and give them the rights to decide on their own ways of production, living, restoration, and rehabilitation. Then the legal framework of resettlers' participation is analyzed, and some conclusions are drawn: in different stages and various activities of resettlement, such as social economic investigation, resettlement plan formulation, moving, income restoration, supervision, and management, sufficient participation should be guaranteed to make resettlers indeed enjoy the right to knowledge and the right to decision, so they can know the resettlement policy well and make their own choices about livelihood restoration and development.
