国外中小企业发展促进措施比较及借鉴

中小企业已经成为当今世界各国经济发展的重要力量和创新基础。但是中小企业具有脆弱性,其发展总是受到各方面因素的制约,因此世界各国纷纷出台各种政策措施以促进本国中小企业的发展。本文将从立法支持、管理机构设置、融资措施、技术创新、培训咨询和社会化服务六个角度对美国、日本、德国和意大利四国的中小企业发展促进政策进行比较研究,并结合我国实际,提出相应的借鉴措施。

The Comparative Study of Foreign Promotion Measures in The Small and Medium Enterprises

The small and medium enterprise has been the important power and innovational foundation in the economic process in almost every country.However,the development of the small and medium enterprise is always restricted by many factors because of its frangibility.So the government of these countries all set down various measures in order to promote its development.This article will compare and study the promotion policies of four countries and will focus on support of legislation,setting of administrative institution,financing,technical innovation,training and consultation,and social service.Finally,combing the factual situation of our country,this article will bring forth some reference measures.
