| 摘 要： | 对于国资在流动中流失的现象,要靠完善各项制度和法规来解决,这是最大的原则.国企改革一方面推进以存量为主的布局与结构的战略性调整;另一方面加快企业产权制度的改革与创新.国有资产如何处置更多是实践的问题,不是理论问题,不是单纯依据某项标准就能解决的事情,必须具体情况具体分析.关于国有资产底价怎么定、国有资产如何监管等一系列问题都值得我们认真研究.
