基于产业集群的开发区发展问题研究

当前,国内产业开发区进入了重要的转型发展时期,提升核心竞争力成为转型期产业开发区实现可持续发展的关键问题。文章通过调研搜集相关资料,运用系统关联理论分析了开发区和产业集群的内生性关联要素,以及在政府主导下产业开发区向产业集群演进的路径。分析结果表明:产业开发区和产业集群之间存在不可分割的地域关联、要素关联、功能关联和目标关联因素;提出开发区培育产业集群的过程导向,即生产要素导向、支撑导向、创新导向和根植导向。同时认为完善、培育和发展产业集群,必须通过制定战略规划引导产业集聚,促进产业联系,健全服务体系,构
