| 摘 要： | 随着中国经济的快速发展，对能源需求也越来越多，但单位产出耗能较高，高能耗已经难以支撑经济发展的需要，为此国家“十一五”规划纲要把节能20％作为约束性目标，但“十一五”前2a的完成情况不甚理想。在深入分析目前能源使用存在问题的基础上，提出了相应的建议和对策。

| Abstract: | With the rapid growth of Chinese economy,energy demand is also increasing. But the energy consumption per unit output is larger and this mode had not adapted to economic development. To economize 20% energy is the obligate target of the llth Five -year Plan. Whereas the actual performance of energy economization in the first two years of llth Five - year Plan is not good. Current energy utilization problems were analyzed deeply, suggestions and counter - measures were brought forward. |
