基于多中心治理的公共政策产出机制研究

公共政策产出存在多种机制:政府主导的"内生型"、公众有限参与的政府"回应型"、多中心治理下的"网络型"等。多中心的"网络型"政策产出机制存在一些问题,如政策产出的效率问题,政府理性被绑架的危险以及可能带来更大的政策执行阻力。因此,需要建立多中心政策产出的协调机制,完善政府责任机制并强化公众参与。

Study on Output Mechanisms for Public Policies based on Polycentric Governance

There exist many mechanisms for public policy output, including the ＂endogenous type＂ with the government as the main guider, the ＂response type＂ for the government to respond to social problems with the public＇s limited participation, the ＂network type＇ under polycentric governance, etc. There are some problems in the ＂network type＂ policy output mechanism, for example, there may be efficiency problem in the policy output, the government＇s rational decision may be greatly affected and there may be bigger obstacles in carrying out punic policies. Therefore, we should establish a coordinated mechanism for polycentric policy output, optimize the mechanism of responsible government and emphasize public participation.
