农地非农化进程中农地征用收益分配探析

随着社会主义市场经济的发展,加之中国城镇化、工业化的高速飞跃,随之而来的是城乡差距拉大,建设用地需求的增多,导致失地农民人数的增加。土地承载着农业生产和农民社会保障的重任,合理解决和处理好农村土地征用收益资金的分配问题就显得尤为关键。通过探讨农村土地征用产生的土地收益的来源,发现农村土地征用收益分配失衡是失地农民权益受损的重要原因,从而寻找改善农村土地征用收益分配不均衡的路径,进而有效保障失地农民社会权益,有利于农村经济的发展和整个社会的稳定。

Study of the Farmland Conversion Process for Land Requisition Income Distribution

With the development of the socialist market economy, urbanization and industrialization followed by the in- crease in the demand of land for construction causes the increase in the number of landless peasants. The land has agri- cultural production and farmers＇ social security function, a reasonable solution to deal with rural land requisition distri- bution of income funds and landless peasants of social security is particularly crucial. This paper explores the rural land requisition land revenue sources, finds the rural land requisition low standard of income distribution is the main reason and finds ways to improve rural land requisition the uneven in income distribution and thus effectively protect the peas- ant＇s rights, rural economic development and social stability.
