区域土地整治潜力分析研究——以济南先行区为例

土地整治是通过开展农村建设用地整理、土地复垦和土地开发等活动,实现区域耕地增加、粮食产能提升、生态环境改善以及城乡用地空间布局优化等目的,助力新旧动能转换和乡村振兴。以济南先行区为例,通过分析测算区域内农村建设用地整理潜力、土地复垦潜力和土地开发潜力等,研究区域内新增耕地潜力及分布,为先行区自行开展耕地占补平衡提供方向,助力先行区经济建设。

Analysis on the Potential of Regional Land Consolidation:Take Jinan Pioneer Area as an Example

Land consolidation is to carry out rural construction land consolidation,land reclamation,land development and other activities to achieve the purpose of increasing regional arable land,improving grain production capacity,improving the ecological environment and optimizing the spatial layout of urban and rural land,so as to help the transformation of old and new kinetic energy and rural revitalization.Taking Jinan pioneer area as an example,through the analysis and calculation of rural construction land consolidation potential,land reclamation potential and land development potential,this paper studies the potential and distribution of new cultivated land in the area,so as to provide direction for the pilot area to carry out the balance of cultivated land occupation and compensation,and help the economic construction of the pilot area.
