上海国有控股公司产业选择标准研究

上海在国有经济体制改革中,采用了“国资委-国有控股公司-经营企业”三层结构,通过国有控股公司的设立和发展完成国有资产在产业中“有进有退,有所为有所不为”的战略调整,但是归结到进入和退出什么产业,必须根据我国的产业政策和上海的发展规划制定出一定的选择标准,才能更好地服务于上海建立“四个中心”的城市定位和辐射内地的经济功能。

Research on Industry Selection Standard of Shanghai State-holding Companies

In the process of national economic system reform, three-tier structure of "State-owned Assets Supervision and Administration-State-holding Company-Operating Enterprise" has been adopted by Shanghai municipal government.Under the guide line of " selectively industrial investment and evacuation", state-holding companies have been established and the strategic industry restructure of state-owned asset investment has been accomplished. However, the industrial selection standard should be set down according to China Industry Policy and Shanghai Municipal development Planning. In doing so, Shanghai can achieve its positioning as the economic, financial, logistic and center. And Shanghai can well play the leading role of Yangtze River Delta as well as promote the economic development of the whole inland.
