基于专利价值的中药材产业区域发展水平分析模型

专利是衡量产业发展水平的重要维度,为评估中药材产业各区域的发展水平,针对传统单一赋权方法导致专利价值评价结果准确性较低的问题,提出一种基于改进的灰关联度组合赋权法计算专利价值,进而利用专利价值对中药材发展水平进行评价的方法.首先,从权力价值、市场价值和技术价值三方面制定专利价值评估指标体系.然后,综合主、客观赋权法,通过引入一致性检验改进灰关联度组合赋权法,构建专利价值评估模型.分析各省市专利价值及其统计指标,评估中药材产业区域发展水平,可知直辖市及沿海地区的中药材产业发展水平良好,东北部及南部偏远地区发展相对落后,政府调控、产业结构和资源分配等方面还需进一步完善.最后给出了相应改进建议.

An Analysis Model for Regional Development Level of Chinese Herbal Medicine Industry Based on Patent Value

Patent is an important dimension to measure the development level of the industry. In order to evaluate the development level of each region of the Chinese medicinal material industry, and to solve the problem of low accuracy of the patent value evaluation results caused by the traditional single weighting method, a combination weighting based on improved gray correlation is proposed. Method to calculate patent value, and then use patent value to evaluate the development level of Chinese medicinal materials. Firstly, formulate a patent value evaluation index system from three aspects: power value, market value and technological value. Then, the subjective and objective weighting methods are integrated, and the gray relational combination weighting method is improved by introducing consistency test to construct a patent value evaluation model. Analyzing the patent value and statistical indicators of various provinces and cities, and assessing the regional development level of the Chinese medicinal material industry, we can see that the development level of the Chinese medicinal material industry in the municipalities and coastal areas is good, the development of the northeast and southern remote areas is relatively backward, government regulation, industrial structure and resource allocation, etc. This aspect needs further improvement, and the corresponding improvement suggestions are given at the end.
