| 摘 要： | 二、以动态化过程管理进行调控的项目管理模式由亨利·法约尔（H·Fayol）创立的管理过程学派是现代西方企业管理理论中一个重要的分支流派。该学派把管理理论同管理人员的职能和管理工作过程相联系，认为计划、组织、指挥、协调、控制是管理过程和管理职能的五个要素，管理者在管理过程中以同时执行这些职能为轴心，形成了一个较完整的过程管理系统。由于各种管理皆具这些管理过程和管理职能，因而过程管理理论普遍适用于各行各业。国家３０５项目管理者把组织科技攻关作为一个动态控制过程，有效地推行了全程动态化过程管理。国家３０５…

| Abstract: | Adopting the advanced management methods,the national project305has had its systematic and characteristic man-agement mode,which is marked by a dominant and efficient management mode integrating contract objective management with dynamic process management.A dynamic management mode with the combination of rolling plan management,full-scale quality control and economic lever,it has been promoting the industrialization of scientific achievements and is worthy to be spread. |
