| 摘 要： | 由于东部沿海发达地区产业升级以及失去竞争优势产业自身寻求发展空间的需要，产业向欠发达地区转移成为趋势。在转型经济体的中国，区域产业转移中的地方政府必须深入分析在产业转移过程中地方政府的作用机理，并从观念上、体制上、政策上作出有利于区域产业转移的创新。

| Abstract: | Due to the needs of eastern region to upgrade its industrial structure and to explore development for those uncompetitive industries,industries transfered to the undeveloped regions become a tendency.During the ongoing transition to the market economy in China,local governents should think seriously about the government operational mechanisms and facilitate innovation in ideas,systems and policies. |
