“十二五”期间深化中国国有企业改革的路径选择

国有企业在经历了三十多年改革后的今天，取得了令人炫目的成绩，但是作为其所有者的民众却并没有享受到改革的成果。国有企业在收入分配方面反而使民众的利益受损，在保障社会就业、食品安全、公共事业安全等方面扮演不好的角色。无论从经营绩效角度、产权关系角度还是竞争的公平性角度而言，深化国有企业改革都势在必行。因此，应该重新确认全体人民对国有企业的所有权，解决所有者虚置问题；建立起全国国有资本经营预算制度，对国有企业的收入分配制度进行改革，提高其真实的经营绩效，保证国民经济顺畅发展。
