开发区失地农民补偿安置及生存状况研究 ——以泰安市高新技术产业开发区为例

研究目的：通过泰安高新技术产业开发区失地农民补偿安置案例，透视开发区失地农民生存状况，发现开发区失地农民补偿安置方面的问题，找出解决开发区失地农民问题的方向。研究方法：田野调查法、对比分析法。研究结果：（1）泰安开发区土地征收补偿标准符合国家法律规定；新房抵旧屋的房屋拆迁补偿方式深受农民欢迎。（2）土地征收使当地农民就业率小幅下降，但农民就业结构明显改善。（3）开发区失地农民当前的生存状况良好，但缺乏长期的生存保障机制。研究结论：防止失地农民生存状况恶化，解除失地农民后顾之忧的根本措施在于做好失地农民的就业安置和社会保障。

Study on Compensation, Allocation and Living Conditions of Land-lost Peasants:A Case of High & New Technology Development Zone in Tai'an City

The purpose of the paper is to reveal the living conditions of the land-lost peasants in Tai’an High &; New Technology Development Zone in Tai’an City and find out the problems existing in the compensation and allocation of those peasants and point out the solutions to the problems about land-lost peasants through the case of compensation and allocation of the land-lost peasants in the area. Methods employed include field investigation and contrastive analysis. The results indicate that,（1）the criteria for land expropriation in Development Zone of Tai’an City conform to the regulations of the national law; the means of compensation with new house for old house is commonly welcome by the peasants;（2）the land expropriation results in a slight decline in employment, but the structure of employment of the peasants has been obviously improved;（3）the present living conditions of the land-expropriated peasants in the Development Zone are fairly good, but still need to be secured by a long-term mechanism. It is concluded that, in order to prevent the living conditions of the land-lost peasants from being deteriorated and free them from worries about their future, the fundamental solutions lie in their employment allocation and social security.
