落实十八大经济目标完善处理四种关系

中国要完成十八大提出的经济建设任务，必须处理好四种关系：发展方式转变与深化经济体制改革的关系；结构优化与产业升级的关系；可持续健康发展与生态运行的关系；深度对外开放与进一步扩大内需的关系。若体制改变不到位，政府不恰当地直接推动经济发展的模式不转变，发展方式转变就会成为空谈。地方政府过度采用行政手段调节产业，就会产生与发展方式转变要求相对立的负效应，即浪费资源、恶化结构、降低效率、滋生腐败。完善处理四种关系的根本举措在于地方政府的梯度退出。

China to complete the 18th National Congress of CPC proposed task of economic construction, must deal with the four relations： the relationship of development mode shift and deepening economic reform; the relationship of structural optimization and industrial upgrading; the relationship of sustainable healthy development and eco-run; the relationship of deep foreign open and further expanding domestic demand. Dealing with the fundamental measure of these four relations is the gradient of the local government to quit.
