农民工进城就业保障制度创新研究

推进城乡统筹发展、保障农民工进城稳定,就业是关键,但农民工进城就业要受到现行户籍制度、就业选择与劳动用工制度等制约。目前,制度障碍是农民工进城就业困难、就业保障不足的重要原因。这就要大胆创新推进改革,打破现行制度的限制,尽快制定与完善有利于农民工进城就业的法律制度,为农民工进城就业创造良好的法治环境,切实保障农民工进城稳定就业,促进社会和谐发展。

The key to promoting overall urban -rural development and guaranteeing peasant -workers＇ stability in a city is their employment, however, peasant- workers are restricted by current household register system, employment selection and system of working and employers and so on. Currently, institutional barrier is an important reason for the difficulty of peasant - workers to work in a city and for their insufficient insurance. Bold innovation and reform for breaking current system barriers is needed, and laws and regulations which are helpful to the peasant - workers to work in a city should be rapidly made and perfected in order to create good legal environment for the peasant - workers to work in a city and for guaranteeing the stable employment of the peasant - workers in the city and for promoting harmonious society development.
