| 摘 要： | 我国的改革处于关键时期，只有转变发展观念，创新发展模式，以科学发展观统领经济社会发展全局，才能更好地建设资源节约型、环境友好型社会。发展循环经济必须树立新理念，遵循5R原则。在此基础上，强化推进循环经济发展的具体措施。

| Abstract: | China＇s reform is in the key period and we should promote economic and social innovation with the concept of scientific outlook on development to build a resource-saving and environment-friendly society. To develop circular economy, new concepts and the 5R principles are required. On this basis, strengthen the concrete measures to promote the circular economy. |
