| 摘 要： | 森林资源的储备,是在森林资源匮乏的现状下,通过采取有效的战略性措施增加森林资源的存量,使其能满足当代和未来几代人的生存发展对森林资源多种功能和效益的需求。探讨了国内外资源储备的研究现状及发展趋势,分析了我国进行森林资源储备的必要性,提出了进行森林资源储备的主要途径,即转变传统林业经济发展模式,建立生态循环型林业经济发展模式;实施战略性工程,进行高标准的人工造林;创新森林资源储备的经济体制与动力机制;进一步增加对森林资源储备的投入;封山育林,促进森林天然更新。
