“民生优先”的价值意蕴析论

作为国家“十二五”规划纲要提出的经济社会发展方针，“民生优先”充分体现了中国共产党人“立党为公、执政为民”的执政理念与科学发展观“以人为本”的根本价值。从理论和实践价值考察，“民生优先”是密切党群关系、巩固党的执政基础的根本途径，是加快转变经济发展方式、推动经济持续健康发展的必然选择，也是构建社会主义和谐社会、全面建设小康社会的理想追求和重要内容。

On the Value of "Priority of Livelihood of the People"

As the guiding principle in the Twelfth Five-year Plan for National Economic and Social Development, ＂priority of livelihood of the people＂ embodies CCP＇s ruling idea of ＂serve the people heart and soul, work for the public and assumes power for the people＂ and corresponds with the ＂people-based＂ idea of Scientific Outlook on Development. Theoretically and practically, ＂priority of livelihood of the people＂ is the basic path to link CCP and the people, and the fundamental way to strengthen CCP＇s ruling, the inevitable choice to speed transformation development mode, boost sustainable economy, and important content to construct a harmonious socialist country and a well-to-do society.
