| 摘 要： | 全球气候变暖给人类社会带来了严峻挑战，探求有效的碳减排方法已经成为国际社会关注的热点问题。本文对碳税与碳关税政策的局限性进行了分析，并从互利双赢的角度，分析了发达国家对发展中国家的技术和资金支持对减少全球碳排放的重要性。

| Abstract: | Global warming has brought severe challenges to human society, so seeking for effective methods of carbon emission reduction has become a concern of the international community. This article analyses the defects of carbon taxes and carbon tariffs, and then, from the perspective of mutual benefit , analyses the importance of technical and financial support from the developed countries to the developing countries for reducing global carbon emission . |
