| 摘 要： | 当前西部开发所面临的国内国际环境已经发生了根本变化,采取"顺市场调节"的办法已无法实现西部大开发的预定目标.西部地区在自然条件、投资环境、体制状态等方面的明显劣势,要求政府应采取果断措施,通过财政税收政策予以启动和支持.

| Abstract: | Because the condition during the development of the coastal areas in 1980s does not exist any more and the domestic and international environment changes completely, it is impossible to achieve the predetermined goal by market adjustment. Due to the clear disadvantages of the west areas in natural condition, investment environment and economic system, the government needs to take decisive measures and provide support in the fiscal policy. |
