世界遗产旅游发展中的政府定位研究

国家公园制度在我国实行的财政、行政管理、法治等条件尚未成熟，而且效率条件即使在美国是否满足仍然值得进一步研究。遗产旅游的政府经营存在一个悖论：规模经济在行政性垄断条件下效果并不理想。政府应该立足于经济规制职能的发挥，突出表现在遗产资源的保护和生态的维护。本文以一个价格下限模型为例，说明通过控制旅游者数量的方式限制经营者的可能实现途径。

A Study on the Role of the Government in the Development of World Heritage Travel

National Park System is not available in China owing to the present institutions of finance,administration and legal system.It is still doubtful if the economic efficiency can be achieved in the United States.Government-run heritage travel is far from being satisfactory under the control of administrative monopoly.The government should play the role in performing economic regulations,with prominent manifestation in the protection of heritage resources and preservation of ecology.This study,with price floor model as an example,indicates that it is feasible to limit the operators by controlling the number of tourists.
