分析了造成中国森林粗放式经营的历史原因,回顾了50多年来大规模造林工程的历程,提出在森林经营中需要确立一个科学的指导林业建设理论,对稳定林业建设方针和实行集约化森林经营的重要性,介绍了生态经济理论应用于林业的生产实践和中国林业区划在林业发展战略研究中的作用,指出林业现代化的必由之路是实行集约化经营,实行森林经理是重要手段,重点国有林区应该由中央政府直接管理。

Study the Forestry with the Scientific and Development Viewpoint

This paper analyzes the historical reason of extensive management about Chinese forestry,and then the author reviews the course of the afforesting project on a large scale for over 50 years,proposes that it needs to establish the scientific theory that could guide forestry construction.It's very important for stabilizing forestry's construction policy and implementing the intensifying management of forest.The paper also introduces the function of applying ecological and economic theory in the forestry production practices and regional planning of Chinese forestry for the research of the forestry development strategic.It points out that the only way to modernize forestry is implementing intensive management.Implementing forest management is an important method.The key state-owned forest should be managed directly by the central government.
