FDI行业内技术溢出的双重效应检验

本文将外资进入对内资工业行业技术进步率的影响细分为"市场竞争"和"技术溢出"双重效应,在运用DEA-Malmquist方法测度内外资行业技术差距和技术进步率的基础上,使用1999~2006年中国31个工业行业的相关数据对其进行检验。结果表明:市场竞争效应对我国工业行业技术进步有先激励后阻碍的作用,而技术溢出效应的作用存在明显的时滞现象;技术溢出效应因各行业内外资技术差距的不同而有所差异;"市场换技术"政策值得商榷。

Dual Effects of FDI's Intra-Indnstry Technology Spillover: Evidence from 31 Industries in China

The effect of FDI on domestic industrial technology is classified into market competition effect and technology spillover effect, the former illustrated by the FDI sales share in the whole industry and the latter measured by the technological gap. The dual effects on technology progress, measured by DEA-Malmquist from total factors productivity (TFP), are testified with the data of 31 industries in China over a period of 1999~2006. The results show that the market competition effect on industrial technology changes from positive to negative,while the effect of technology spillover is obviously lagged and difference from the technical gap, and therefore the policy of "trading market for technology" is still open to discussion.
