摘    要:通过对科技人才流动及经济高质量发展内涵的梳理和分析,构建两者互动关系。选取长江经济带11个省市1998-2015年的面板数据,建立二阶滞后PVAR模型,对经济高质量发展与科技人才流动关系进行实证分析。结果表明:经济高质量发展与科技人才流动存在非对称互动关系,即经济高质量发展会显著促进科技人才流动,而无效的科技人才流动则会影响地区经济发展水平。基于此,针对如何促进科技人才流动、实现科技资源有效配置提出相关建议。

Abstract:On the basis of sorting out the relevant literature, this paper constructs a mechanism map of the interaction between the flow of scientific and technological talents and the high-quality economy.Based on the panel data of 11 provinces and cities in the Yangtze River Economic Zone from 1998 to 2015, a second-order lagging PVAR model is established to analyze the relationship between high-quality economic development and the flow of scientific and technological talents.The results show that there is an asymmetric interaction between the high-quality economic development and the flow of scientific and technological talents, that is, the high-quality economic development will significantly promote the flow of scientific and technological talents, while the ineffective flow of scientific and technological talents will affect the level of regional economic development. Based on this, at the end of this paper, some suggestions are put forward on how to promote the effective flow of scientific and technological talents and realize the more effective allocation of scientific and technological resources.
