关于土地利用总体规划刚性和弹性的思考

刚性和弹性是土地利用总体规划中维护规划权威性与实践可行性的一对矛盾统一体。如何处理好二者的关系．即是规划实施中的一个难点，也是目前新一轮规划修编面临的一个热点问题。本文在分析土地利用总体规划刚性、弹性及二者关系的基础上，结合新一轮土地利用总体规划修编的要求，从规划指标和功能分区二方面对如何处理好规划中的刚性与弹性问题进行了探讨。

Thinking on the Rigidity and the Flexibility of General Land Use Planning

The rigidity and the flexibility is an important contradiction in land use planning and effect greatly the feasibility of land use planning. Harmony relationship between the rigidity and the flexibility is a focus in new land use planning. In this paper, by analyzing the connotation of rigidity and flexibility and their relationship in land use planning, and according to the demands of new land use planning, the rigidity and flexibility were discussed from index of planning and function zone in new land use planning.
