| 摘 要： | 政府采购作为财政支出的政策工具，能有效引导企业自主创新的方向。基于面板数据模型对政府采购与技术创新的关系进行实证研究更为真实可靠。根据各省市2002—2008年政府采购规模与专利申请量的数据分析表明，各省市政府采购规模与技术创新水平呈正相关关系，政府采购对技术创新作用具有促进作用，但显著程度不高。因此应扩大对技术创新产品的政府采购规模和范围，提高政府采购的技术创新促进效应，加快经济发展方式的顺利转型。
