摘    要:国家投资比重过低、严格管制铁路运价、外部经济效益低,导致我国铁路对社会资金的吸引力不高;以负债为主筹措铁路发展资金,推高了铁路的资产负债率,形成了铁路债务问题;应借鉴国外经验,调整我国政府投资方向,增加政府对铁路的资本金投入,实施铁路投资补助、转贷和贷款贴息等公共政策,解决铁路债务问题。

Abstract:That the government investment too small, the government regulating the railway price, and less external economic profit feedback to the railways are the reasons that less social funds is invested into the railways. Debt finance to invest the railways raised the level of the railways debt. We should learn the successful experiences of other countries the government should give subsidies, interest-free loans or invest into the national railway directly, relax the restrictions of the railway price, to attract social funds.
