基本公共服务与县域经济发展关系研究——来自三峡库区重庆段区县的例证

推动县域经济实现高质量发展，是适应新时代我国发展新变化的必然要求。在发展中保障和改善民生，增进民生福祉是发展的根本目的。基于此，本文以三峡库区重庆段15个区县为例证，在测算各区县基本公共服务水平的基础上，实证分析基本公共服务与县域经济发展的互动关系。结果表明：一方面，三峡库区重庆段区县基本公共服务水平呈不断上升趋势，区域间基本公共服务差距不断缩小，均等化水平稳步提升；另一方面，三峡库区基本公共服务与县域经济发展均在短期内存在路径依赖效应，基本公共服务与经济发展存在一定的失配，其中县域经济发展对基本公共服务供给具有短期抑制作用，基本公共服务对经济发展具有正向促进作用。

Research on the Relation between Basic Public Service and County Economic Development: Cases Analysis from Chongqing Region of Three Gorges Reservoir

Promoting the county economy to achieve high-quality development is an inevitable requirement to adapt to the new era of China''s development and changes. Guaranteeing and improving people''s livelihood and promoting people''s well-being are the fundamental purposes of development. Based on that, this paper takes 15 districts and counties in the Chongqing region of Three Gorges Reservoir area as an example, and on the basis of calculating the basic public service level of each district and county in the Three Gorges Reservoir area, this paper empirically analyses the interaction between basic public service and county economic development. The results show that, on the one hand, the level of basic public services in the Chongqing region of Three Gorges Reservoir area is on the rise, while the differences in the basic public services between each county and district are on the decline, and the level of equalization is on the rise. On the other hand, there is a path dependence effect in the short term on both basic public services and county economic development of the Three Gorges Reservoir area, and there is a certain mismatch between basic public services and their economic development, in which county economic development has a short-term inhibitory effect on the supply of basic public services while the basic public services have a positive promoting effect on economic development.
