| 摘 要： | 围绕对地方政府财政科技投入的绩效评价工作，从现实背景、理论思考、基本观点、进度安排、实施要点、关系处理等诸多方面，进行了工作思路分析。为地方政府财政科技投入绩效评价工作的开展提供先期的理论准备，也为开展进一步实际评价提供前期工作预想。

| Abstract: | The evaluating object of this article is the performance of local governament financial investment in Science and Technology(S&T). In this article,the background,theory,schedule,principle and relation are put forward. This paper can offer a suit of theory foundation and assignment counterplan for local government engaging performance evaluation task. |
