数据包络分析法在企业孵化器效率评价中的应用——以北京市科技企业孵化器为例

运用DEA方法,构建了科技企业孵化器效率评价模型,从综合效率、纯技术效率和规模效率的角度对北京市15家科技企业孵化器的效率进行实证分析,并对其运营效率进行对比分析,以期发掘科技企业孵化器运营中存在的问题及原因。研究结果显示:目前有半数以上的科技企业孵化器的运营效率小于1,资源没有得到有效利用。最后,针对孵化器投入冗余和产出不足的情况,从宏观环境和孵化器自身的层面出发提出针对性建议。

Application of Data Envelopment Analysis in Efficiency Assessment of Business Incubator:Taking Sci-Tech Business Incubators in Beijing as Example

This paper constructs a efficiency assessment model for technology business incubators（TBIs） by the data envelopment analysis.And it empirically analyzes the efficiencies of 15 TBIs in Beijing from the perspectives of overall efficiency,pure technical efficiency and scale efficiency,and makes a comparative analysis on the efficiencies of TBIs in order to find out the problems and reasons existing in the operation process of TBIs.The results show that the operational efficiencies of more than half of TBIs are less than 1,and their resources are not used effectively.Finally,according to the input redundancy and the output deficiency,it proposes some corresponding adjustment suggestions from the aspects of the macro environment and the incubator＇s own situation.
