Static hazards of drum filling. I. Actual incidents and guidelines

To safely fill drums with flammable liquids of low conductivity, bonding and grounding may not always be enough. Static discharges may under certain conditions originate from charged liquid in the drum, unaffected by grounding. The problem is discussed with reference to actual incidents, published Guidelines, and the types of static discharges that may occur.
