中国土地利用战略创新及其模式体系

研究目的：在分析中国土地利用战略创新宏观背景基础上，探讨中国特色的土地利用战略基本架构和模式体系，拓展土地科学的基础理论研究。研究方法：文献资料、系统分析和专家决策支持方法。研究结论：构建了多层次土地利用战略的“环扇模型”，包括核心域、目标域、主体域和环境域；揭示了中国土地利用战略的多层级、多目标特点，包括宏观战略层、区域调控层和地区操作层；提出了基于不同功能导向的中国土地利用“八大”战略；梳理出不同战略之间的“二层二结一连通”互动关系型式，对深化土地科学理论层面的创新研究具有一定参考价值。

Innovation of Land Use Strategies and Its Model System in China

The purpose of this paper is to probe into the basic framework and the model system of the land use strategies with Chinese features as well as expand the basic theoretical analysis on the land science based on the analysis of the macro-background of innovation of Chinese land use strategies. Methods employed include documentation, systematic analysis and expert decision-support measures. It is concluded that, a model of multi-level land use strategies, namely a sector-shaped ring model including four domains“core, target, subject, and environment” has been constructed. It is found that the Chinese land use strategies are characterized by the multi-level and multi-objective characteristics and the levels include the macro strategies level, the regional control level, and the area-operation level. Eight major strategies of land use in China have been proposed based on the different functional directions. Finally the eight strategies are summarized as an interactive model of“two tiers, and two blocks that are joined together by one link” that can serve as a valuable reference for deepening innovative research into theories in land science.
