| 摘 要： | 深圳特区和上海市近年来为了解决城镇外来从业人员的养老保险问题 ,分别采取了不同的模式。在对这两种模式的优点和缺陷进行评述的基础上 ,提出了构建我国城镇外来从业人员基本养老保险的目标模式和过渡方案的建议。

| Abstract: | Recently, Shenzhen and Shanghai adopt different pension's patterns to deal with the old age insurance of the urban floating employee. Based on the study of advantages and shortcomings of these two patterns, this paper puts forward the goal-pattern and the transitional proposal of the fundamental pension for the urban floating people in china. |
