| 摘 要： | 对于我国海洋捕捞业,一些制度变量显著的影响着它的发展,其中尤以“入世”、“双控”制度、休渔制度以及“零增长”制度最为直接。本文通过应用计量模型,实证分析了这些制度要素对我国海洋捕捞业发展的影响,并认为除了“入世”制度要素以外,其他制度要素对我国海洋捕捞业的发展都起到了应有的效果,但同时也存在着一些问题,本文最后针对这些问题提出了政策建议。

| Abstract: | For the marine fishing industry,many institutional factors influence its development.The WTO entry,"Double-Control" system,fishing-preventing system and "Zero-growth" system have direct impact in particular.Through econometric model,we analyze the influence of the systems,and figure out "double-control" system,fishing-preventing system and "Zero-growth" system are efficient though improves is needed.At the end of the paper,some suggestion is proposed. |
