| 摘 要： | 文章构建了财政分权对教育支出影响的数学模型，并利用相关年份数据进行了实证分析。结果发现：我国的财政分权制度对西部地区的教育具有明显的抑制作用，且随着教育层次的升高抑制作用减弱；西部大开发战略、两次分税制改革及其它经济因素对教育支出也有不同程度的影响。文章的政策含义是实行一定程度的财政集权更加有利于西部地区的教育发展。
