| 摘 要： | 高技术产业的发展水平决定着国家竞争力的水平,在向市场经济转型过程中应逐步摒弃传统的单纯依赖高新技术产业开发区的技术创新模式,代之以中心城市的整体性制度创新、技术创新和管理创新,并辅之以必要的国家扶持政策,从而建立以中心城市为单位的高技术产业基地发展模式。

| Abstract: | The country level competition depends on the development of the high - tech industry. The tradi-
tional development model depends only on high - tech industry clusters, new development model depends on the in-
stitution innovation, technique innovation, and management innovation with the support policy of the country in or-
der to set new development model with high - tech industry bases surrounding the central city. |
