| 摘 要： | 随着我国经济调整和现代化建设的推进，石油资源在国民经济和社会发展中的地位日益重要。因此，认真研究我国石油的发展战略和安全保障问题，已经成为维护国家安全的一项极为紧迫重要的任务。本文论述了我国所面临的石油能源安全方面的威胁，我国建立能源安全保障，从战略上解决我国在非常事态下能源安全问题的若干对策。

| Abstract: | Following the rapid developments of economy and modernization construction in China,oil energy is becoming increasingly important in national economy and social development.Therefore,it is an urgent and important task to study deeply the problems of oil development strategy and safety assurance of China.This paper discusses the threats to the oil energy safety China is facing,and several countermeasures to set up energy safety system and solve the energy safety problems strategically in unusual situation. |
