| 摘 要： | 腐败现象作为剥削阶级和剥削制度的产物，它的本质是指国家公务人员借职务之便获取个人利益，从而使国家政治生活发生病态变化的过程。简言之就是权力私有化。通过分析近年来湖南省预防腐败出现困境的原因，试图从预防腐败的文化培育、健全法律法规、体制机制创新等，构建湖南预防腐败的合力机制。

| Abstract: | Corruption is the product of the exploiting class and the exploiting system. Its essence is that state officials seek personal gains by taking advantage of their positions to lead to pathological changes of national political life. In short, it means privatization of public power. Through the causal analysis of corruption prevention in Hunan province in recent years, the paper proposes to prevent corruption from culture, perfect laws and regulations and reform the system mechanism to construct the inte~ated corruption nrevention mechanism. |
