水利资本市场化营运机制的探索和实践

由于历史的和现实的多种原因，相当一部分地区的水利建设滞后于高速发展的经济社会，又反过来制约了经济社会的进一步发展。水利建设滞后的一个重要原因就是多年来水利建设投入少且产出微薄，缺少一种良好的投入产出机制。针对上述问题，提出开展水利资本市场化营运盘活水利资本、加快水利建设。

Some discussions and practice about operation mechanism of water resources capital

Owing to historical and practical reasons, water resources construction in most regions of China is slower than the economic society with rapid development, contrarily, it will restrict the further development of the economic society. The important reason is the little capital input in water resources construction, resulting in little output, and a satisfactory input-output mechanism is not formed. With regard to the above problems, this paper presents to carry out marketing operation of water resources capital so as to effectively make use of water resources capital and to improve water resources construction.
