| Abstract: | One indispensable part of the Open Policy of China is introducing and utilizing foreign intellectual resources for interests of our country. Therefore how to employ information technology to introduce and use foreign intellectual resources with efficiency and effectiveness deserves intensive research work. This article intends to discuss what measures institutions of higher education should to make good use of the intensive talent and knowledge resources of theirs to enhance the construction of information element in the introduction of intellectual resources. |
