| 摘 要： | 当前和未来一段时间中国经济发展所面临的关键制约因素是矿产资源短缺问题,而造成短缺的关键在于资源消费增长过快。要保持经济的健康、平稳和可持续发展,就必须对矿产资源予以保护与合理开采,完善法规,加强管理,优化产业结构,从根本上扭转或缓解资源短缺给中国经济发展带来的影响。 |

| Abstract: | The key factor restricting China's economic development right now and in the future is and will be the shortage of mineral resources.The first reason for such shortage is the rapid increase in the consumption of resources.To ensure the healthy,stable and sustainable development,it is necessary to protect and rationally exploit the mineral resources by revising the laws and regulations,strengthening management,and optimizing industrial structure,in order to relieve or eliminate the impact of resources deficiency on China's economic development. |
