| 摘 要： | 产业集群作为区域经济中有效的经济组织形式,对其研究自始就围绕着竞争力的问题展开。而创新型产业集群作为集群转型升级的重要方向,要以创新为主要特征。SWOT态势分析表明,河北临港产业集群具有要素成本低等比较优势,但其临港主导产业钢铁、化工等属于大进大出型的重化工业,对原油、铁矿石等进口能源和原材料的依存度很高,往往缺乏灵活性,亟待通过对创新能力的提升使临港产业集群由低成本型演进至创新型集群,实现转型升级。

| Abstract: | The study of the industrial cluster,an effective economic organization,has always been on the competitive force.The innovative industrial cluster shall focus on the innovation as the major feature.SWOT analysis shows that the port-related industry in Hebei has the comparative advantage of low factor cost.But the leading industries,such as iron and steel,and chemical industry are heavy industries,heavily depending on import resources and raw materials,without enough flexibility.So it is urgent to improve the innovative capabilities to transform the low-cost industrial cluster to innovative one. |
