| 摘 要： | 刚刚结束的党的十七届三中全会，通过了《中共中央关于推进农村改革发展若干重大问题的决定》。对农村土地制度重新明确，并赋予农民土地承包权长久不变。这一方面明确了制度问题不是解决体制问题的关键，强调体制变革对农业生产效率的决定意义。给农民消除困惑，创新体制以希望。
