| 摘 要： | 中国电信产业是典型的行政垄断产业.对中国电信产业行政垄断程度及其绩效的研究不仅是中国电信产业管理体制改革的前提,同时对中国其他行政垄断产业的研究与政策制定具有借鉴意义.本文从ISCP框架入手,对中国电信产业的行政垄断程度进行实证研究,并在此基础上,对行政垄断给中国电信产业带来的绩效影响进行实证测量.
