| 摘 要： | 保护农户的生计理应成为新农合的一项重要职能。实证研究发现,新农合并没有显著地改善农户的生计决策,主要是因为补偿率偏低、人口流动频繁、大量的门诊费用没有报销、医药服务价格上涨太快等。最后,提出了改进新农合生计功能的对策建议。
