政府环境管理中的事权分析

由于市场失灵，环境管理成为政府的一项基本职能。我国现行环境管理体制没有根据激励相容的原理，以利益为基础，合理的划分中央政府和地方政府、各种行政环境保护部门和各级环境保护局（总局）之间权限，因此环境管理的行为往往偏离环境管理的目标，环境管理的成本与环境管理的收益呈不对称性。要改变政府环境管理的现状，必须对政府环境管理的事权进行合理的界定和重新划分。

Distribution of Jurisdiction in Governments' Environmental Management

Due to the limitations of the market,environmental management becomes one of the government's basic obligations and duties.Not abiding by the principle of incentive compatibility,the current environmental management system in our country fails to allocate the jurisdiction properly on the basis of profit between the central government and local governments,nor between all kinds of administrative environmental protection departments and bureaus,which leads to the deviation of the conduct of the environmental management from its original goal as well as the asymmetry between the cost and income.To change the status quo,the jurisdiction of government on environmental protection has to be defined reasonably and distributed anew.
