石油石化企业成品油现代物流体系的构建

石油石化企业建立成品油现代物流体系的基本思路可以概括为：通过整体规划、体制创新、流程再造、优化布局、发展管输,实现成品油物流一级营运,一、二次物流无缝对接,达到＂资源统一调度、物流统一优化、配送统一组织、人财物统一管理、发展统一规划＂的成品油现代物流运作的目标模式。建立新的成品油现代物流体系,必须改革管理体制,打破行政区划,再造业务流程。大区公司应转变为大区物流中心,省（市）公司应组建专业化运作的物流中心,直接管理物流运行和油库。同时要根据整体物流成本最优、确保市场、充分供应的基本原则优化油库布局;要根据合理经济流向和先进的信息技术配置成品油资源,按油库的辐射半径进行配送,实现跨行政区域的优化调度,努力提高物流的运行效率。
